National Fuel Pushes Back In-Service Date on Northern Access Expansion
National Fuel Gas revised its anticipated in-service date of the 99-mile Northern Access pipeline expansion project from November to the second quarter of the company’s 2018 fiscal year. Ongoing delays in the regulatory approval process, including the issuance of the project’s certificate by the Federal Energy Regulatory Commission (FERC), were cited.
In view of the delay, subsidiaries Supply and Empire agreed to extend the New York State Department of Environmental Conservation (NYSDEC) deadline for a decision concerning various permits for the project, including the Section 401 Water Quality Certification, from March 1 to April 7. The NYSDEC has provided Supply and Empire “notices of cComplete application” for the various project permits.
“Progress is slower than we had originally anticipated, as a number of energy projects in the Northeast U.S. have faced similar permitting delays,” said Ronald J. Tanski, president and CEO of National Fuel. “We are encouraged that the NYSDEC has reviewed the voluminous material that we have submitted at their request and determined our permit applications to be complete.”
