Five U.S. Petroleum Liquids Pipelines Completed in 2024, EIA Reports
(P&GJ) — Five petroleum liquids pipeline projects were completed in the United States during 2024, according to the U.S. Energy Information Administration’s (EIA) updated Liquids Pipeline Projects Database. The projects include three hydrocarbon gas liquid (HGL) pipelines and two refined petroleum product lines.
Completed projects in 2024:
- Texas Western Products System – Enterprise Products Partners completed a conversion and reversal of a 60,000 barrels-per-day (bbl/d) refined products pipeline. The pipeline now delivers gasoline and diesel from the Texas Gulf Coast to Gaines County, Texas; Jal and Albuquerque, New Mexico; and Grand County, Utah. Completed in Q4 2024.
- Houston to El Paso Pipeline Expansion – ONEOK finished a 30,000-bbl/d expansion along its existing route between Odessa and Crane, Texas. The 16-inch, 30-mile segment raises the system's total capacity to approximately 100,000 bbl/d. Completed in Q1 2024.
- Daytona NGL Pipeline – Targa Resources brought online a 400,000-bbl/d Y-grade NGL pipeline stretching roughly 400 miles from the Permian Basin to North Texas. The line connects to the Grand Prix NGL Pipeline and delivers volumes to Mont Belvieu, Texas. Completed in Q4 2024.
- Seminole Red Pipeline – Enterprise converted a 280,000-bbl/d crude oil pipeline back to NGL service, reconnecting West Texas production with Mont Belvieu via a 440-mile system. Originally an HGL line before its 2019 crude conversion, the pipeline resumed NGL service in Q1 2024.
- West Texas NGL Loop – ONEOK completed a 40,000-bbl/d expansion that boosted capacity on its existing system to 515,000 bbl/d. Additional looping segments were installed between the Permian Basin and Mont Belvieu, with pump stations slated for 2025 to increase capacity to 740,000 bbl/d. Completed in Q4 2024.
The Liquids Pipeline Projects Database tracks over 270 liquids pipeline projects, including crude oil, HGLs, and refined products such as gasoline and diesel. As of the latest update, the EIA estimates there are nine announced and eight under-construction pipeline projects in the U.S., with 17 permanently canceled since 2020.
This database, updated twice a year, includes pipeline project types, start dates, capacities, lengths, and status based on available public and industry information. It complements EIA’s Natural Gas Pipeline Projects Tracker.
