Trump Approves Operations for NGL Pipeline Crossing Canadian Border

(P&GJ) — President Donald Trump has issued a new Presidential Permit allowing Steel Reef US Pipelines LLC to continue operating and maintaining its existing 8.625-inch natural-gas-liquids (NGL) pipeline at the U.S.–Canada border in Burke County, North Dakota, the White House announced on June 30.

The cross-border line, owned by affiliates of Calgary-based Steel Reef Infrastructure Corp., moves NGLs north into Saskatchewan. Under the permit, Steel Reef may:

  • Operate and maintain the U.S. border segment and associated equipment.
  • Adjust throughput or flow direction without further presidential action.
  • Comply with federal, state and local regulations, including PHMSA safety rules.
  • Grant regulators access for inspection.

Any substantial physical changes—or future ownership transfers—would require presidential approval. The order also gives the U.S. government authority to assume control of the facilities in a national-security emergency and directs the company to remove the pipeline at its own expense if the permit is revoked.

Steel Reef originally obtained a permit amendment for the line in 2022; Monday’s directive consolidates and clarifies those authorizations.
