Russia Seeks Approval for Congo Oil Pipeline Agreement with 25-Year Operation Term
(P&GJ) — The Russian government has submitted an agreement with the Republic of the Congo for ratification to the State Duma, outlining cooperation on the construction of a key oil products pipeline in the Central African nation.
The agreement, signed in Moscow on September 28, 2024, covers the planned Pointe-Noire–Loutete–Moluko–Tresho pipeline, which will connect the country’s major cities including the coastal hub of Pointe-Noire and capital city Brazzaville, according to Russian Ambassador Georgy Chepik.
The project will be implemented by a joint venture formed between Russia’s Zakneftegazstroy-Prometei LLC and the National Petroleum Company of Congo (SNPC), with the Russian side owning a 90% stake and the Congolese side holding 10%.
A build-own-operate-transfer (BOOT) concession agreement will be signed for a 25-year term, with a guaranteed transportation tariff to ensure profitability and long-term usage.
Disputes related to the project will be resolved under the jurisdiction of the Dubai International Arbitration Center, or an ad hoc court administered through the center, depending on the Russian side’s preference.
Zakneftegazstroy-Prometei is owned by Russian businessman Alexander Ilyin, according to Russia’s Unified State Register of Legal Entities.
