The American Petroleum Institute (API) announced the transition of Stephen Comstock to vice president and senior counselor for Policy, Economics and Regulatory Affairs and the promotion of Aaron Padilla to vice president of Corporate Policy.
Comstock has more than 30 years in the industry and has been with API for more than 18 years in a number of roles. Prior to API, he was a tax attorney with ExxonMobil. Comstock has also been an adjunct professor at Georgetown Law School and was formerly chair of the energy and environmental taxes committee of the American Bar Association’s Tax Section. He received a bachelor’s degree from the University of Texas and a law degree from George Washington University.
Padilla has worked in 30 countries across six continents over 20 years, with experience leading work in international affairs and in the environmental and social dimensions of corporate sustainability. Before joining API, he was a senior advisor for Global Issues and Public Policy at Chevron, and he previously worked for the environmental consulting firm ERM. A Marshall Scholar and Truman Scholar, Padilla holds a bachelor’s degree from Stanford University and master’s and doctoral degrees from the University of Cambridge.

The Interstate Natural Gas Association of America (INGAA) announced that Scott Yager has joined the organization as vice president of Environment. In his role, Scott will be responsible for the association’s advocacy and member services in connection with environmental policies affecting our nation’s interstate natural gas delivery network.
“Scott’s previous experience working for a trade association on environmental policies makes him a wonderful addition to the INGAA team,” said Amy Andryszak, president and CEO of INGAA and the INGAA Foundation. “His extensive legal background and expertise on greenhouse gas emission regulations will be a valuable asset to our organization and our members.”
Previously, Yager worked for seven years at the National Cattleman’s Beef Association (NCBA). He most recently served as NCBA’s Chief Environmental Counsel, representing the cattle industry on myriad environmental issues and policies, including the Clean Air Act and Clean Water Act, before Congress, the Executive Branch, and the Courts.
Prior to his time at NCBA, Scott worked for four years at the U.S. Environmental Protection Agency (EPA) as a law fellow in the Office of Water, where he worked on permitting and regulatory issues. He also served as a law clerk in EPA’s office of Enforcement and Compliance Assurance.
Yager received his J.D. with a specialization in environmental law from the University of Maryland Francis King Carey School of Law. He also holds a bachelor’s degree from the University of Maryland.

The Plastics Pipe Institute (PPI) has presented Gene Palermo with its Lifetime Achievement Award for his nearly 50 years of contributions to the industry.
“For almost 20 years Gene has been a consultant for the plastic piping industry and has assisted several PPI member companies in promoting the use of their plastic piping systems,” said PPI President David M. Fink, who presented the award at the association’s annual meeting. “Dr. Palermo represents the highest standard of knowledge and generosity in sharing his expertise.”
Palermo began his career in the plastic piping industry in 1976 when he joined the DuPont Aldyl pipe group, and he is still recognized as the industry’s expert in Aldyl piping systems. At Elf Atochem, he was instrumental in developing polyamide as a plastic material for high-pressure gas piping systems.
During his eight-year tenure as technical director of PPI, Palermo chaired the Hydrostatic Stress Board and represented the United States on several ISO Technical Committees. He also oversaw PPI’s Fuel Gas Division, High Temperature Division, CPPA (Corrugated Polyethylene Pipe Association) and Conduit Division. He later founded and continues to operate Palermo Plastics Pipe Consulting.
Palermo has given more than a hundred presentations on plastic pipe at industry conferences and has written more than 50 papers. He has received the ASTM Award of Merit and the American Gas Association (AGA) Platinum Award of Merit. Currently, Palermo serves as a member of PPI, AGA, AGA Gas Pipe Technology Committee (GPTC; former Chairman of Manufacturers Division), American Water Works Association (AWWA), ASTM F17 and ASTM D20, Canadian Standards Association (CSA) B137, CSA Z662 (former Chairman of Clause 12 Gas Distribution) and ISO/TC 138.
